N\u00eb k\u00ebt\u00eb takim mor\u00ebn pjes\u00eb an\u00ebtar\u00eb t\u00eb komuniteteve t\u00eb zonave rurale dhe urbane, t\u00eb zgjedhur n\u00eb organet e pushtetit lokal, ish k\u00ebshilltar\u00eb dhe p\u00ebrfaq\u00ebsues lokal\u00eb, p\u00ebrfaq\u00ebsues t\u00eb shoq\u00ebris\u00eb civile etj. Pjesmarr\u00ebsit ndan\u00eb mendimet e tyre p\u00ebr gjendjen e p\u00ebrfaq\u00ebsimit t\u00eb qytetar\u00ebve n\u00eb organet e zgjedhura t\u00eb pushtetit lokal dhe propozime konkrete p\u00ebr rritjen e cil\u00ebsis\u00eb s\u00eb p\u00ebrfaq\u00ebsimit. Nd\u00ebr propozimet e tyre mund t\u00eb theksojm\u00eb: (i) ndryshimin e sistemit zgjedhor p\u00ebr k\u00ebshillat bashkiak me lista t\u00eb hapura me t\u00eb drejt\u00eb preference p\u00ebr votuesit; (ii) p\u00ebrcaktimi i kuotave t\u00eb ve\u00e7anta p\u00ebr p\u00ebrfaq\u00ebsim t\u00eb nj\u00ebsive administrative t\u00eb ndryshme n\u00eb k\u00ebshillin bashkiak, n\u00eb var\u00ebsi t\u00eb numrit t\u00eb popullsis\u00eb; (iii) krijimi i nj\u00eb organi k\u00ebshillimor dhe\/ose vendimarr\u00ebs n\u00eb rang nj\u00ebsie administrative, n\u00eb zonat rurale, me an\u00ebtar\u00eb kryepleqt\u00eb e fshatrave, q\u00eb jan\u00eb pjes\u00eb e saj; (iv) kufizimi me ligj i t\u00eb drejt\u00ebs s\u00eb dor\u00ebheqjes s\u00eb kandidateve femra n\u00eb k\u00ebshillin bashkiak q\u00eb b\u00ebhet me q\u00ebllim anashkalimin e kusht\u00ebzimit t\u00eb kuotave gjinore p\u00ebr t\u00eb favorizuar kandidat\u00ebt meshkuj; etj… si dhe mund\u00ebsimi i funksionimit dhe p\u00ebrfaq\u00ebsimit real t\u00eb interesave t\u00eb komunitetit, sidomos p\u00ebr \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme ku ky komunitet shp\u00ebrfillet.
